Narrative:
Large transport aircraft cargo flight lax direct oak. Aircraft began descent from cruise early due to anti-ice requirements. Aircraft fully configured for landing at approximately 2500 ft AGL (flaps 30 degrees, gear down). Runway came into view at 1500 ft AGL with heavy rain and strong south wind. At 1000 ft estimated wind 180 degrees at 50 KTS. Aircraft established 15-18 degrees of crab to track localizer. Windshield wipers on high speed. Heavy rain. First officer flying, requested to turn off wipers. I did, then asked back on. During this time first officer gets low on GS. Captain advises going low. First officer corrects GS. At 100 ft AGL first officer allows aircraft to drift upwind to left of runway 29 centerline. First officer calls go around, captain says 'no, I've got it.' banks aircraft back to centerline. Touchdown aircraft moving all around. Landed on right main, then nose wheel, then left main. Took a moment for captain to 'gather up' aircraft on rollout. Normal reversing braking, uneventful taxi in. Upon inspection on post-flight by so, right leading edge device (near wing tip) showed scrape mark where contact with runway. Filed flight safety report and alerted chief pilot. Chart shows bank 14 degrees and 4 degrees pitch up required for wing tip strike (manufacturer) chart.
