Narrative:
While working local control at capitol airport, I had given the runways to ground for snow removal as there was no traffic. 15 mins later atx X called for takeoff clearance. Complacency on the position with 1 aircraft, I cleared atx X for takeoff and he had to abort observing a plow grossing the runway downfield. Aviation requires attention to detail and awareness at all times, not just when you get busy.

Title: ATX X CLRED FOR TKOF ON OCCUPIED RWY ABORTED TKOF HAD LTSS FROM SNOW REMOVAL VEHICLE. SYS ERROR.
Narrative: WHILE WORKING LCL CTL AT CAPITOL ARPT, I HAD GIVEN THE RWYS TO GND FOR SNOW REMOVAL AS THERE WAS NO TFC. 15 MINS LATER ATX X CALLED FOR TKOF CLRNC. COMPLACENCY ON THE POS WITH 1 ACFT, I CLRED ATX X FOR TKOF AND HE HAD TO ABORT OBSERVING A PLOW GROSSING THE RWY DOWNFIELD. AVIATION REQUIRES ATTN TO DETAIL AND AWARENESS AT ALL TIMES, NOT JUST WHEN YOU GET BUSY.
