Narrative:

While executing a missed approach on the localizer 24 at sce (unv) I climbed to 5000 ft MSL. ZNY had previously cleared me only to 4000 ft MSL. I executed the missed approach and expedited to 5000 ft MSL due to moderate rime encountered during the localizer 24 approach at sce, moderate rime was encountered during approach and missed approach. Once at 5000 ft MSL I immediately reported the altitude deviation to ZNY and advised them of my intentions.

Narrative: WHILE EXECUTING A MISSED APCH ON THE LOC 24 AT SCE (UNV) I CLBED TO 5000 FT MSL. ZNY HAD PREVIOUSLY CLRED ME ONLY TO 4000 FT MSL. I EXECUTED THE MISSED APCH AND EXPEDITED TO 5000 FT MSL DUE TO MODERATE RIME ENCOUNTERED DURING THE LOC 24 APCH AT SCE, MODERATE RIME WAS ENCOUNTERED DURING APCH AND MISSED APCH. ONCE AT 5000 FT MSL I IMMEDIATELY RPTED THE ALTDEV TO ZNY AND ADVISED THEM OF MY INTENTIONS.
