Narrative:
Atx X climbing out of 'golden state' VFR departure from burbank, the local controllers have been keeping departures a long time before shipping to 'fillmore' sector of bur TRACON (120.4). Tower says that data has yet to acquire and to stay with them until it tags up. Often, I am leaving 3500 ft or 4000 ft MSL by the time I contact departure. At this point local is not calling out traffic to me and I am not in contact with the appropriate controller. Callback conversation with reporter revealed the following information. Bur tower planning specialist was called about the procedure spoken to by the reporter. Specialist stated the reason aircraft are held on tower frequency is because of radar antenna site and aircraft data tags do not acquire. No tower coordination is performed. Tower airspace ends at 3000 ft.

Narrative: ATX X CLBING OUT OF 'GOLDEN STATE' VFR DEP FROM BURBANK, THE LCL CTLRS HAVE BEEN KEEPING DEPS A LONG TIME BEFORE SHIPPING TO 'FILLMORE' SECTOR OF BUR TRACON (120.4). TWR SAYS THAT DATA HAS YET TO ACQUIRE AND TO STAY WITH THEM UNTIL IT TAGS UP. OFTEN, I AM LEAVING 3500 FT OR 4000 FT MSL BY THE TIME I CONTACT DEP. AT THIS POINT LCL IS NOT CALLING OUT TFC TO ME AND I AM NOT IN CONTACT WITH THE APPROPRIATE CTLR. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. BUR TWR PLANNING SPECIALIST WAS CALLED ABOUT THE PROC SPOKEN TO BY THE RPTR. SPECIALIST STATED THE REASON ACFT ARE HELD ON TWR FREQ IS BECAUSE OF RADAR ANTENNA SITE AND ACFT DATA TAGS DO NOT ACQUIRE. NO TWR COORD IS PERFORMED. TWR AIRSPACE ENDS AT 3000 FT.
