Narrative:
Cpr X experienced a near miss while taxiing in after landing at bwi. We were taxiing per instructions to the FBO when ground cleared us to cross runway 15L. We cautiously approached the runway due to a near miss at the same location approximately a month prior. Ground had indicated to us on both occasions that an aircraft would be going into position to hold for our crossing. On the first occasion we observed that the aircraft was not holding as the WX was clear. The second time, we did not observe the air carrier taking off until he was very close. Had we not been concerned about the tower's confusion in the previous incident, we would not have been able to clear the runway in time and fatalities would have occurred. I recommend that either all taxiing traffic at bwi cross at the departure end of runway 15L or the tower controller who is charged with controling takeoff aircraft on runway 15L/33R be the controling person to clear aircraft across the runway at 'K' taxiway.

Title: CPR X CLRED TO CROSS RWY, HAD NMAC, LTSS WITH ACR DEPARTING. SYS ERROR.
Narrative: CPR X EXPERIENCED A NEAR MISS WHILE TAXIING IN AFTER LNDG AT BWI. WE WERE TAXIING PER INSTRUCTIONS TO THE FBO WHEN GND CLRED US TO CROSS RWY 15L. WE CAUTIOUSLY APCHED THE RWY DUE TO A NEAR MISS AT THE SAME LOCATION APPROX A MONTH PRIOR. GND HAD INDICATED TO US ON BOTH OCCASIONS THAT AN ACFT WOULD BE GOING INTO POS TO HOLD FOR OUR XING. ON THE FIRST OCCASION WE OBSERVED THAT THE ACFT WAS NOT HOLDING AS THE WX WAS CLR. THE SECOND TIME, WE DID NOT OBSERVE THE ACR TAKING OFF UNTIL HE WAS VERY CLOSE. HAD WE NOT BEEN CONCERNED ABOUT THE TWR'S CONFUSION IN THE PREVIOUS INCIDENT, WE WOULD NOT HAVE BEEN ABLE TO CLR THE RWY IN TIME AND FATALITIES WOULD HAVE OCCURRED. I RECOMMEND THAT EITHER ALL TAXIING TFC AT BWI CROSS AT THE DEP END OF RWY 15L OR THE TWR CTLR WHO IS CHARGED WITH CTLING TKOF ACFT ON RWY 15L/33R BE THE CTLING PERSON TO CLR ACFT ACROSS THE RWY AT 'K' TXWY.
