Narrative:
On takeoff out of phl en route to acy passing through approximately 2500 ft, the right engine started to spool down. The engine was shut down and checklists were completed. Phl departure control vectored us for landing in phl. The crew performed well. Recently I received a letter from the FAA stating that passenger (a couple) wrote a letter to the FAA saying that we proceeded to acy, made an announcement that acy could not handle our emergency and then we proceeded back to phl. As stated prior, this did not happen. I thought that the emergency was handled professionally and with safety in mind.
