Narrative:
Ceiling at tpa 500 ft broken, tops 1500 ft broken, visibility reported to be 1 mi but actually better than 3 SM. Flight visibility. This was a single pilot air carrier flight with a non-revenue passenger on board. The flight departed in IFR conditions with the expectation of encountering VFR conditions en route, and continuing to the destination VFR. VFR conditions were encountered en route, but the destination airport was IFR. My decision to depart orl was based solely on WX information that I had received 2 hours earlier. Based on that information and the desire to get my passenger to the connecting flight, I elected to depart. I don't know how the FAA became aware of this flight, but I believe that they may be pursuing certificate action because the terminal forecast and surface aviation report for the period both indicated IFR conditions. My error was that I was in a hurry and compromised safety and FARS to save 5 mins. Current WX should have been consulted. The passenger should not have been on board. The flight was uneventful.

Title: AN SMA PLT MAY HAVE VIOLATED FAR 135 AND CARRIED A PAX FOR HIRE IN WX WITH A SINGLE ENG ACFT.
Narrative: CEILING AT TPA 500 FT BROKEN, TOPS 1500 FT BROKEN, VISIBILITY RPTED TO BE 1 MI BUT ACTUALLY BETTER THAN 3 SM. FLT VISIBILITY. THIS WAS A SINGLE PLT ACR FLT WITH A NON-REVENUE PAX ON BOARD. THE FLT DEPARTED IN IFR CONDITIONS WITH THE EXPECTATION OF ENCOUNTERING VFR CONDITIONS ENRTE, AND CONTINUING TO THE DEST VFR. VFR CONDITIONS WERE ENCOUNTERED ENRTE, BUT THE DEST ARPT WAS IFR. MY DECISION TO DEPART ORL WAS BASED SOLELY ON WX INFO THAT I HAD RECEIVED 2 HRS EARLIER. BASED ON THAT INFO AND THE DESIRE TO GET MY PAX TO THE CONNECTING FLT, I ELECTED TO DEPART. I DON'T KNOW HOW THE FAA BECAME AWARE OF THIS FLT, BUT I BELIEVE THAT THEY MAY BE PURSUING CERTIFICATE ACTION BECAUSE THE TERMINAL FORECAST AND SURFACE AVIATION RPT FOR THE PERIOD BOTH INDICATED IFR CONDITIONS.
