Narrative:

Right engine of large transport had been shut down due to oil engine filter problems. We diverted into mgm dec/wed/92 approximately 1700Z for repair. Company ground personnel requested that we taxi aircraft to a remote parking area for repairs. No tow bar or tugs were available for moving aircraft. We had a wing walker and ground tower cleared us to taxi by a route close to GA. A light twin was parked on the end row and received some damage to elevator due to left engine exhaust. I used minimum power to move aircraft and didn't think there would be any problem with engine thrust. Airport police patrol stated that light twin was not properly secured and shouldn't have been parked in that spot.
