Narrative:
After receiving a WX briefing from fort dodge FSS I departed on an IFR flight from ski to SD8. The WX briefer reported a chance of icing from surface to 16000 MSL, with most of the precipitation at our destination. As the WX at the destination was 3 hours away and moving east and no precipitation was shown west of the destination I felt that the WX was clearing in front of me and would be clear by the time of arrival. During the briefing I specifically asked for pilot reports on icing and the briefer had none. The facts that the forecast said 'chance' of icing and there were no reports of icing from pilots led me to believe there was no icing. I attempted to descend out of the icing, but that did not work so I made a landing. I believe the only way to avoid this in the future would be to question the briefer more specifically on what he expected concerning icing conditions. I don't know if any other pilots were encountering icing but reports from more pilots would have been helpful. There were no pilot reports of icing along my route.

Title: SMA PLEASURE FLT ENCOUNTERS ICING.
Narrative: AFTER RECEIVING A WX BRIEFING FROM FORT DODGE FSS I DEPARTED ON AN IFR FLT FROM SKI TO SD8. THE WX BRIEFER RPTED A CHANCE OF ICING FROM SURFACE TO 16000 MSL, WITH MOST OF THE PRECIPITATION AT OUR DEST. AS THE WX AT THE DEST WAS 3 HRS AWAY AND MOVING E AND NO PRECIPITATION WAS SHOWN W OF THE DEST I FELT THAT THE WX WAS CLRING IN FRONT OF ME AND WOULD BE CLR BY THE TIME OF ARR. DURING THE BRIEFING I SPECIFICALLY ASKED FOR PLT RPTS ON ICING AND THE BRIEFER HAD NONE. THE FACTS THAT THE FORECAST SAID 'CHANCE' OF ICING AND THERE WERE NO RPTS OF ICING FROM PLTS LED ME TO BELIEVE THERE WAS NO ICING. I ATTEMPTED TO DSND OUT OF THE ICING, BUT THAT DID NOT WORK SO I MADE A LNDG. I BELIEVE THE ONLY WAY TO AVOID THIS IN THE FUTURE WOULD BE TO QUESTION THE BRIEFER MORE SPECIFICALLY ON WHAT HE EXPECTED CONCERNING ICING CONDITIONS. I DON'T KNOW IF ANY OTHER PLTS WERE ENCOUNTERING ICING BUT RPTS FROM MORE PLTS WOULD HAVE BEEN HELPFUL. THERE WERE NO PLT RPTS OF ICING ALONG MY RTE.
