Narrative:

2 aircraft sebound, position 5 mi northwest sfo. Air carrier X level at 11000. Air carrier Y level 12000 2 mi in trail. Air carrier X was observed climbing out of 11300 ft. Upon questioning by ATC, air carrier X reported that they were responding to a TCASII RA. Air carrier X was advised of the traffic above him at 12000 and instructed to descend back to 11000. Air carrier X then did as instructed. There was no traffic at any altitude below the aircraft responding. Air carrier Y above at 12000 was advised of the situation and advised that he had aircraft in sight. This situation is of particular concern due to the lack of any traffic that could have been perceived as a potential threat.

Title: ACR X TCASII RA CLB FROM GHOST TARGET HAD LTSS FROM ACR Y. PLTDEV NON ADHERENCE TO ATC CLRNC UNAUTH CLB FROM ASSIGNED ALT.

Narrative: 2 ACFT SEBOUND, POS 5 MI NW SFO. ACR X LEVEL AT 11000. ACR Y LEVEL 12000 2 MI IN TRAIL. ACR X WAS OBSERVED CLBING OUT OF 11300 FT. UPON QUESTIONING BY ATC, ACR X RPTED THAT THEY WERE RESPONDING TO A TCASII RA. ACR X WAS ADVISED OF THE TFC ABOVE HIM AT 12000 AND INSTRUCTED TO DSND BACK TO 11000. ACR X THEN DID AS INSTRUCTED. THERE WAS NO TFC AT ANY ALT BELOW THE ACFT RESPONDING. ACR Y ABOVE AT 12000 WAS ADVISED OF THE SIT AND ADVISED THAT HE HAD ACFT IN SIGHT. THIS SIT IS OF PARTICULAR CONCERN DUE TO THE LACK OF ANY TFC THAT COULD HAVE BEEN PERCEIVED AS A POTENTIAL THREAT.
