Narrative:
Light transport was VFR practice VOR/DME approach to runway 29R at bjc. Was cleared for low approach runway 29R. Small aircraft was on left base runway 29L. Light transport was south of course and conflicted with final runway 29L. After issuing traffic, light transport asked for a left turn sbound. Negative! I informed that a left turn would impact small aircraft and light transport should overfly runway 29R not left. Light transport said 'sorry.'
