Narrative:
Light transport was VFR practice VOR/DME approach to runway 29R at bjc. Was cleared for low approach runway 29R. Small aircraft was on left base runway 29L. Light transport was south of course and conflicted with final runway 29L. After issuing traffic, light transport asked for a left turn sbound. Negative! I informed that a left turn would impact small aircraft and light transport should overfly runway 29R not left. Light transport said 'sorry.'

Narrative: LTT WAS VFR PRACTICE VOR/DME APCH TO RWY 29R AT BJC. WAS CLRED FOR LOW APCH RWY 29R. SMA WAS ON L BASE RWY 29L. LTT WAS S OF COURSE AND CONFLICTED WITH FINAL RWY 29L. AFTER ISSUING TFC, LTT ASKED FOR A L TURN SBOUND. NEGATIVE! I INFORMED THAT A L TURN WOULD IMPACT SMA AND LTT SHOULD OVERFLY RWY 29R NOT L. LTT SAID 'SORRY.'
