Narrative:
134.3 is the primary frequency for sector R2. Actually, the only frequency even though other frequencys can be keyed up. This frequency was out for over a month causing the controllers to use another sector's frequency that is marginal in sector R2. The aircraft coming into san juan's airspace from other areas would still be on 134.3 so you would have non radar (unidented aircraft) coming into R2's airspace and not talking to you. Once you did manage to get aircraft on the right frequency (125.0) you would have congestion on it. 125.0 is sector R4's frequency so you were constantly having to switch aircraft to another frequency (118.15) while trying to sort out your own aircraft. Now 134.3 is supposedly back in service but there is a noise like someone keying the microphone that lasts from 5 to 10 seconds, which is causing missed readbacks as well as initial xmissions, and this noise has been going on for over 2 months with no fix proposed in the near future.

Title: FACILITY IS HAVING PROBS WITH FREQ 134 PT 3 MHZ RESULTING IN ACFT ENTERING THEIR AIRSPACE WITHOUT RADIO COM.
Narrative: 134.3 IS THE PRIMARY FREQ FOR SECTOR R2. ACTUALLY, THE ONLY FREQ EVEN THOUGH OTHER FREQS CAN BE KEYED UP. THIS FREQ WAS OUT FOR OVER A MONTH CAUSING THE CTLRS TO USE ANOTHER SECTOR'S FREQ THAT IS MARGINAL IN SECTOR R2. THE ACFT COMING INTO SAN JUAN'S AIRSPACE FROM OTHER AREAS WOULD STILL BE ON 134.3 SO YOU WOULD HAVE NON RADAR (UNIDENTED ACFT) COMING INTO R2'S AIRSPACE AND NOT TALKING TO YOU. ONCE YOU DID MANAGE TO GET ACFT ON THE RIGHT FREQ (125.0) YOU WOULD HAVE CONGESTION ON IT. 125.0 IS SECTOR R4'S FREQ SO YOU WERE CONSTANTLY HAVING TO SWITCH ACFT TO ANOTHER FREQ (118.15) WHILE TRYING TO SORT OUT YOUR OWN ACFT.
