Narrative:
En route to wenatchee for the VOR-a approach cleared by center to hold at crumm intersection right turns. Looked at approach plate and crumm is idented with the intersection of the eph R-234 and the eat R-102 and there is also an altitude, distance and bearing with an arrow pointing to the intersection. This was interpreted to be the distance from the VOR but in fact is the distance from malaga which is the final approach fix. Due to this confusion the hold was initiated 3.8 DME prior to the intersection. After course reversal the mistake was idented and the proper position was utilized to initiate the hold. No traffic conflict was caused and no delay to other aircraft was created. A letter was sent to the FAA to recommend a change to correct potential misinterp. Note enclosed copy. Callback conversation with reporter revealed the following information: reporter states that he used NOAA chart. The commercial chart may show differently. Has received no response to his letter to FAA at this date.

Title: COMMENT REF INFO ON APCH PLATE THAT IS CONFUSING. DISTANCE GIVEN APPEARS TO BE FROM VOR BUT IN REALITY IS FROM ANOTHER FIX.
Narrative: ENRTE TO WENATCHEE FOR THE VOR-A APCH CLRED BY CTR TO HOLD AT CRUMM INTXN R TURNS. LOOKED AT APCH PLATE AND CRUMM IS IDENTED WITH THE INTXN OF THE EPH R-234 AND THE EAT R-102 AND THERE IS ALSO AN ALT, DISTANCE AND BEARING WITH AN ARROW POINTING TO THE INTXN. THIS WAS INTERPRETED TO BE THE DISTANCE FROM THE VOR BUT IN FACT IS THE DISTANCE FROM MALAGA WHICH IS THE FINAL APCH FIX. DUE TO THIS CONFUSION THE HOLD WAS INITIATED 3.8 DME PRIOR TO THE INTXN. AFTER COURSE REVERSAL THE MISTAKE WAS IDENTED AND THE PROPER POS WAS UTILIZED TO INITIATE THE HOLD. NO TFC CONFLICT WAS CAUSED AND NO DELAY TO OTHER ACFT WAS CREATED. A LETTER WAS SENT TO THE FAA TO RECOMMEND A CHANGE TO CORRECT POTENTIAL MISINTERP. NOTE ENCLOSED COPY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THAT HE USED NOAA CHART. THE COMMERCIAL CHART MAY SHOW DIFFERENTLY. HAS RECEIVED NO RESPONSE TO HIS LETTER TO FAA AT THIS DATE.
