Narrative:
ATC cleared us to descend from FL240 to FL190. While passing through FL210 we saw an mlt aircraft on TCASII and visually passing from left to right about 2 mi in front of us. TCASII indicated the mlt at FL200. We received a TA from TCASII, but no RA as the mlt passed off to our right about 2 NM. We asked ATC about the mlt and they immediately asked us to change to a new ATC radio frequency.

Title: ATC OPERROR RESULTED IN AN MLT AND AN MLG ACFT HAVING LTSS.
Narrative: ATC CLRED US TO DSND FROM FL240 TO FL190. WHILE PASSING THROUGH FL210 WE SAW AN MLT ACFT ON TCASII AND VISUALLY PASSING FROM L TO R ABOUT 2 MI IN FRONT OF US. TCASII INDICATED THE MLT AT FL200. WE RECEIVED A TA FROM TCASII, BUT NO RA AS THE MLT PASSED OFF TO OUR R ABOUT 2 NM. WE ASKED ATC ABOUT THE MLT AND THEY IMMEDIATELY ASKED US TO CHANGE TO A NEW ATC RADIO FREQ.
