Narrative:
Error made: no post deice wing inspection, now required under new FAA procedures. (Same conditions: would not have been required last yr.) contributing factors: very busy during preflight duties, coordinating deice at gate, refiling flight plan because clearance delivery did not have our flight plan on file. On taxi out we had to pick up our clearance while taxiing. Reevaluate the need for destination altitude, establish contact with our dispatch about fuel load and destination WX (latest WX was handed to us by boarding agent as she closed aircraft door for departure). Short taxi time. Congested dispatch frequency. Normal checklist completed. WX was clear and no precipitation, so the deice and the need to inspect the wings for further contamination was not any main concern. No delay getting takeoff clearance. Conclusion: my personal golden rule is not to rush, so I was very conscientious about our pace and workload, we had completed all our duties (except the inspection) and I even asked if everyone was ready? And did we miss anything? I felt all was under control, so the takeoff clearance was accepted and off we went. (Had it been snowing or any other chance of further contamination been present, I'm sure I wouldn't have missed the inspection because it would have been a current concern.) next time: any routine type function (or inspection) that has to be performed at a future time, by me or my crew, I will have to make a special note on my flight plan or somewhere, that will help me remember. Lesson learned: don't take routine duties for granted when times get busy!

Title: AN ACR LGT CREW TOOK OFF WITHOUT PROPERLY INSPECTING THEIR WING FOR PROPER DEICING.
Narrative: ERROR MADE: NO POST DEICE WING INSPECTION, NOW REQUIRED UNDER NEW FAA PROCS. (SAME CONDITIONS: WOULD NOT HAVE BEEN REQUIRED LAST YR.) CONTRIBUTING FACTORS: VERY BUSY DURING PREFLT DUTIES, COORDINATING DEICE AT GATE, REFILING FLT PLAN BECAUSE CLRNC DELIVERY DID NOT HAVE OUR FLT PLAN ON FILE. ON TAXI OUT WE HAD TO PICK UP OUR CLRNC WHILE TAXIING. REEVALUATE THE NEED FOR DEST ALT, ESTABLISH CONTACT WITH OUR DISPATCH ABOUT FUEL LOAD AND DEST WX (LATEST WX WAS HANDED TO US BY BOARDING AGENT AS SHE CLOSED ACFT DOOR FOR DEP). SHORT TAXI TIME. CONGESTED DISPATCH FREQ. NORMAL CHKLIST COMPLETED. WX WAS CLR AND NO PRECIPITATION, SO THE DEICE AND THE NEED TO INSPECT THE WINGS FOR FURTHER CONTAMINATION WAS NOT ANY MAIN CONCERN. NO DELAY GETTING TKOF CLRNC. I FELT ALL WAS UNDER CTL, SO THE TKOF CLRNC WAS ACCEPTED AND OFF WE WENT. (HAD IT BEEN SNOWING OR ANY OTHER CHANCE OF FURTHER CONTAMINATION BEEN PRESENT, I'M SURE I WOULDN'T HAVE MISSED THE INSPECTION BECAUSE IT WOULD HAVE BEEN A CURRENT CONCERN.) NEXT TIME: ANY ROUTINE TYPE FUNCTION (OR INSPECTION) THAT HAS TO BE PERFORMED AT A FUTURE TIME, BY ME OR MY CREW, I WILL HAVE TO MAKE A SPECIAL NOTE ON MY FLT PLAN OR SOMEWHERE, THAT WILL HELP ME REMEMBER. LESSON LEARNED: DON'T TAKE ROUTINE DUTIES FOR GRANTED WHEN TIMES GET BUSY!
