Narrative:
Taking off from ord in the climb out phase when retracting the flaps, they were stuck in the 15 degree position and unable to retract -- returned back for landing at ord. Maintenance personnel found a popped flap motor circuit breaker. The mechanic mentioned he possibly forgot to reset it after doing a flap valve check where it calls for pulling the circuit breaker.

Title: MDT UNABLE TO RETRACT FLAPS PAST THE 15 DEG POS. RETURN LAND.
Narrative: TAKING OFF FROM ORD IN THE CLBOUT PHASE WHEN RETRACTING THE FLAPS, THEY WERE STUCK IN THE 15 DEG POS AND UNABLE TO RETRACT -- RETURNED BACK FOR LNDG AT ORD.
