Narrative:
We were level at FL280. The intruder entered the TCASII at 1 O'clock indicating -20 with an up arrow. The intruder was red, and the TCASII was shouting 'climb! Climb!' so I did. We looked up into the sunny, blue sky and took the airplane and its trusting passenger in the direction commanded by ms. TCASII (female voice). Passing FL282, the first officer got off a call to ZAU. Passing about FL287, the black boxes decided that was enough, and they indicated we could level off but not descend. About then, I visually acquired the intruder as he passed in front of us closing rapidly and crossing from far right to near left. TCASII indicated he was 1800 ft below us. The controller complained repeatedly. 'TCASII isn't that good,' he said, 'you should have told me sooner' (said twice), and 'there might have been traffic at FL290' (also said twice). We told him we are required (by company policy, at least) to follow an RA, but he kept objecting. He indicated the intruder was climbing to FL270.

Title: MLG HAS TCASII RA. CLBS, CTLR UPSET.
Narrative: WE WERE LEVEL AT FL280. THE INTRUDER ENTERED THE TCASII AT 1 O'CLOCK INDICATING -20 WITH AN UP ARROW. THE INTRUDER WAS RED, AND THE TCASII WAS SHOUTING 'CLB! CLB!' SO I DID. WE LOOKED UP INTO THE SUNNY, BLUE SKY AND TOOK THE AIRPLANE AND ITS TRUSTING PAX IN THE DIRECTION COMMANDED BY MS. TCASII (FEMALE VOICE). PASSING FL282, THE FO GOT OFF A CALL TO ZAU. PASSING ABOUT FL287, THE BLACK BOXES DECIDED THAT WAS ENOUGH, AND THEY INDICATED WE COULD LEVEL OFF BUT NOT DSND. ABOUT THEN, I VISUALLY ACQUIRED THE INTRUDER AS HE PASSED IN FRONT OF US CLOSING RAPIDLY AND XING FROM FAR R TO NEAR L. TCASII INDICATED HE WAS 1800 FT BELOW US. THE CTLR COMPLAINED REPEATEDLY. 'TCASII ISN'T THAT GOOD,' HE SAID, 'YOU SHOULD HAVE TOLD ME SOONER' (SAID TWICE), AND 'THERE MIGHT HAVE BEEN TFC AT FL290' (ALSO SAID TWICE). WE TOLD HIM WE ARE REQUIRED (BY COMPANY POLICY, AT LEAST) TO FOLLOW AN RA, BUT HE KEPT OBJECTING. HE INDICATED THE INTRUDER WAS CLBING TO FL270.
