Narrative:
Following leveloff at 12000 ft MSL, first officer flying aircraft at 230 KTS. ATC queried speed, I responded by saying 230 KTS and asking what speed he wanted, he asked why 230 KTS. I gave no response. He said at our speed we would not be able to begin descent for dtw for 35? Mi. I said 'ok.' we accelerated to approximately 250 KTS. No further mention was made of our speed. Remainder of flight was uneventful. This was a 26 min flight. I completed the climb check as per sopa out of 10000 ft and then tuned and listened to dtw ATIS. The first officer was flying too slow and I noticed his airspeed deviation a moment before ATC queried us. I did not want to respond on the radio by saying we were flying at the wrong speed, so I was evasive in responding to dtw approach's question as to why we were slowed. I told the first officer to speed up. There was almost no other arrival traffic on the frequency, so I assume we did not cause other aircraft separation difficulties.

Narrative: FOLLOWING LEVELOFF AT 12000 FT MSL, FO FLYING ACFT AT 230 KTS. ATC QUERIED SPD, I RESPONDED BY SAYING 230 KTS AND ASKING WHAT SPD HE WANTED, HE ASKED WHY 230 KTS. I GAVE NO RESPONSE. HE SAID AT OUR SPD WE WOULD NOT BE ABLE TO BEGIN DSCNT FOR DTW FOR 35? MI. I SAID 'OK.' WE ACCELERATED TO APPROX 250 KTS. NO FURTHER MENTION WAS MADE OF OUR SPD. REMAINDER OF FLT WAS UNEVENTFUL. THIS WAS A 26 MIN FLT. I COMPLETED THE CLB CHK AS PER SOPA OUT OF 10000 FT AND THEN TUNED AND LISTENED TO DTW ATIS. THE FO WAS FLYING TOO SLOW AND I NOTICED HIS AIRSPD DEV A MOMENT BEFORE ATC QUERIED US.
