Narrative:

Unknown traffic maneuvering at 5000 vicinity albas intersection. I advised air carrier X to descend for traffic, then unknown traffic descended so I turned air carrier X, at which time air carrier X advised of an RA and climbed to 6000. TCASII is a constant distraction at nzj (coast TRACON). In many cases it is more than a distraction, a very serious safety issue. RA's are very difficult to anticipate. Turn off the RA portion in this type of terminal environment.

Title: WHILE DSNDING TO AVOID AN INTRUDER ACFT, INTRUDER ACFT DSNDED ALSO CAUSING A TCASII RA WHICH CALLED FOR A CLB.

Narrative: UNKNOWN TFC MANEUVERING AT 5000 VICINITY ALBAS INTXN. I ADVISED ACR X TO DSND FOR TFC, THEN UNKNOWN TFC DSNDED SO I TURNED ACR X, AT WHICH TIME ACR X ADVISED OF AN RA AND CLBED TO 6000. TCASII IS A CONSTANT DISTR AT NZJ (COAST TRACON). IN MANY CASES IT IS MORE THAN A DISTR, A VERY SERIOUS SAFETY ISSUE. RA'S ARE VERY DIFFICULT TO ANTICIPATE. TURN OFF THE RA PORTION IN THIS TYPE OF TERMINAL ENVIRONMENT.
