Narrative:
I was starting a flight to rap. Right after liftoff I observed a bad tac and requested to return to dsm. Right outside OM I was cleared for the approach and told the RVR was 2600. The RVR went to 2000 then 1300 just before touchdown. I had the rabbit in sight well outside of the MM.

Title: PLT OF SMA ACFT RETURNING TO LAND FOR AN ACFT EQUIP PROB INADVERTENTLY LANDED BELOW APCH MINIMUM.
Narrative: I WAS STARTING A FLT TO RAP. RIGHT AFTER LIFTOFF I OBSERVED A BAD TAC AND REQUESTED TO RETURN TO DSM. RIGHT OUTSIDE OM I WAS CLRED FOR THE APCH AND TOLD THE RVR WAS 2600. THE RVR WENT TO 2000 THEN 1300 JUST BEFORE TOUCHDOWN. I HAD THE RABBIT IN SIGHT WELL OUTSIDE OF THE MM.
