Narrative:
After receiving a standard WX briefing with 2 updates XA00, XB00, and XB15, I filed IFR from lan direct U12, XC00 departure. Conditions were VFR and all taf's were calling for VFR until XK00. Unfortunately, at XB00 prior to departure was 4700 ft broken and 5 mi. During climb I encountered IMC at 900 ft and immediately contacted the tower to return to the airport immediately. I then heard another cherokee pilot who departed just before me call in to report severe icing and spatial disorientation. The controller issued me a heading to turn to and I turned in the opposite direction which took me over the airport. At this time a third plane declared an emergency due to icing and was inbound to lan. I was also icing (light and clear) as the controller vectored me out to the north and up to MSA. My ILS needles never moved after the first approach attempt and I flew through the localizer. I put the localizer frequency in my #2 VOR and upon clearance for my second approach basically flew the localizer and MDA's from the OM into an uneventful landing on runway 28L. The WX occurrence was not forecast and I believe only lasted for a short time. My personal minimums are 2000 ft and 5 mi. My overflt of runway 28 caused great problems for the controller and he told me that. All 3 pilots with problems landed uneventfully. My ILS antennas had 2 inches of ice and worked normally ice free.

Title: PA28 INST RATED PVT PLT RETURNED TO LAND DURING INITIAL CLB DUE TO ENCOUNTERING AN UNFORECASTED LOWER CEILING AND ICING CONDITIONS. THE RPTR CAUSED APCH CTLR SEPARATION PROB WHEN HE INADVERTENTLY TURNED THE WRONG WAY WHEN GIVEN A VECTOR HDG FOR RETURNING TO THE ARPT.
