Narrative:

Upon returning to the waukesha airport after a local flight, the line personnel advised me that the tower wanted to talk to the pilot. I talked to the tower over the phone and he stated I exceeded 30 degrees of pitch up on the takeoff and that he had received several complaints about an aircraft flying low. On takeoff I did a short field type climb out which may have exceeded 30 degrees of pitch up. After takeoff I climbed to approximately 1700 ft AGL and proceeded toward pewaukee lake located approximately 4 NM northwest of the airport. I descended to below 500 ft AGL while flying over the lake. I then climbed to approximately 1700 AGL, proceeded east and then southwest to a location approximately 3 NM southeast of waukesha airport. At that location I circled about 3 times during which at times I was below 500 ft AGL. I can understand how the repeated noise of the aircraft could be annoying. Contributing to this fact is the size and relatively high noise level of the small aircraft. It was not the best judgement to fly that low over either location.

Title: CORP SMA ON PHOTO MISSION FLIES AT LOW LEVEL OVER LAKE AND WITHIN 3 MI OF ARPT.

Narrative: UPON RETURNING TO THE WAUKESHA ARPT AFTER A LCL FLT, THE LINE PERSONNEL ADVISED ME THAT THE TWR WANTED TO TALK TO THE PLT. I TALKED TO THE TWR OVER THE PHONE AND HE STATED I EXCEEDED 30 DEGS OF PITCH UP ON THE TKOF AND THAT HE HAD RECEIVED SEVERAL COMPLAINTS ABOUT AN ACFT FLYING LOW. ON TKOF I DID A SHORT FIELD TYPE CLB OUT WHICH MAY HAVE EXCEEDED 30 DEGS OF PITCH UP. AFTER TKOF I CLBED TO APPROX 1700 FT AGL AND PROCEEDED TOWARD PEWAUKEE LAKE LOCATED APPROX 4 NM NW OF THE ARPT. I DSNDED TO BELOW 500 FT AGL WHILE FLYING OVER THE LAKE. I THEN CLBED TO APPROX 1700 AGL, PROCEEDED E AND THEN SW TO A LOCATION APPROX 3 NM SE OF WAUKESHA ARPT. AT THAT LOCATION I CIRCLED ABOUT 3 TIMES DURING WHICH AT TIMES I WAS BELOW 500 FT AGL. I CAN UNDERSTAND HOW THE REPEATED NOISE OF THE ACFT COULD BE ANNOYING. CONTRIBUTING TO THIS FACT IS THE SIZE AND RELATIVELY HIGH NOISE LEVEL OF THE SMA. IT WAS NOT THE BEST JUDGEMENT TO FLY THAT LOW OVER EITHER LOCATION.
