Narrative:
Descending on knox arrival into ord from FL370 to FL250, TA sounded on TCASII out of FL280. We visually acquired aircraft at 10 O'clock position, approximately 800 ft below our altitude, in a right turn toward a path behind us. Shortly thereafter a TCASII RA sounded commanding a climb. Conflict aircraft was at our altitude in a hard right turn. Concurrent with this ATC ordered continued descent and a right turn of approximately 075 degrees, which we did. Target aircraft passed no closer than 3 mi from us.
