Narrative:
We were given a descent by center from 22000 to 17000 ft and given an altimeter setting of 30.01. We were then told to expedite our descent but were not given a reason why. We were on radar vectors from center direct to appleton, wi (atw). Center handed us off to a different sector. He acknowledged our descent to 17000 ft but did not give us an altimeter. We continued on the assigned heading descending at 2000 FPM. Center told us to turn 180 degrees left immediately and to state our altitude. We were through 19000 ft still descending at 2000 FPM. He told us at this time that we were in an active restr area. I told him that we were now level at 17000 ft and he said he showed us 300 ft high and that the altimeter setting was 30.31. We reset and descended to the 17000 ft assigned altitude. We were then given vectors to atw. No conflict was noted and none was observed.
