Narrative:

On final approach to pbi, during localizer back course 27R, in IMC conditions, we received a TCASII TA. We were outside the FAF at that time. As we passed the FAF and started to descend to MDA, we saw the target aircraft (small aircraft) at about 1/4 mi crossing our approach path. We abandoned the approach and maneuvered slightly to the right as we gained visual contact with the runway. At the same time we received a TCASII RA and did same to ensure conflict clearance. I am not sure why the aircraft was there, but I do believe he was under tower control. It sounded on radio as if the small aircraft pilot was unsure of his position due to marginal VFR conditions.

Title: FLC ON AN IAP LOC BACK COURSE APCH VISUALLY SIGHT AN SMA IN THEIR PATH AND ABANDONED THE APCH.

Narrative: ON FINAL APCH TO PBI, DURING LOC BACK COURSE 27R, IN IMC CONDITIONS, WE RECEIVED A TCASII TA. WE WERE OUTSIDE THE FAF AT THAT TIME. AS WE PASSED THE FAF AND STARTED TO DSND TO MDA, WE SAW THE TARGET ACFT (SMA) AT ABOUT 1/4 MI XING OUR APCH PATH. WE ABANDONED THE APCH AND MANEUVERED SLIGHTLY TO THE R AS WE GAINED VISUAL CONTACT WITH THE RWY. AT THE SAME TIME WE RECEIVED A TCASII RA AND DID SAME TO ENSURE CONFLICT CLRNC. I AM NOT SURE WHY THE ACFT WAS THERE, BUT I DO BELIEVE HE WAS UNDER TWR CTL. IT SOUNDED ON RADIO AS IF THE SMA PLT WAS UNSURE OF HIS POS DUE TO MARGINAL VFR CONDITIONS.
