Narrative:
We were cleared for a visual approach to runway 18L, which is preferable because it reduces taxi time after landing. We were still high on the approach in spite of idle and speed brakes, so we slowed and configured to gear down and landing flaps allowing at 2500 FPM descent rate which would get us on a normal 3 degree GS prior to 500 ft AGL. At 2200 ft AGL we got a TCASII RA telling us to slow descent, which I immediately did by adding power had pitching up. We determined that the conflict traffic was an aircraft that had just taxied onto runway 18L for takeoff and turned on his transponder. Our proximity to the runway and high descent rate made the TCASII think we had a conflict. Our company procedure is to turn the TCASII to the TA only mode at 2000 ft AGL, which we did, stopping the RA. We continued for a normal landing.
Original NASA ASRS Text
Title: LGT ON APCH HAS TCASII RA AS AN ACFT TAXIES ONTO RWY AND TURNS ON XPONDER.
Narrative: WE WERE CLRED FOR A VISUAL APCH TO RWY 18L, WHICH IS PREFERABLE BECAUSE IT REDUCES TAXI TIME AFTER LNDG. WE WERE STILL HIGH ON THE APCH IN SPITE OF IDLE AND SPD BRAKES, SO WE SLOWED AND CONFIGURED TO GEAR DOWN AND LNDG FLAPS ALLOWING AT 2500 FPM DSCNT RATE WHICH WOULD GET US ON A NORMAL 3 DEG GS PRIOR TO 500 FT AGL. AT 2200 FT AGL WE GOT A TCASII RA TELLING US TO SLOW DSCNT, WHICH I IMMEDIATELY DID BY ADDING PWR HAD PITCHING UP. WE DETERMINED THAT THE CONFLICT TFC WAS AN ACFT THAT HAD JUST TAXIED ONTO RWY 18L FOR TKOF AND TURNED ON HIS XPONDER. OUR PROX TO THE RWY AND HIGH DSCNT RATE MADE THE TCASII THINK WE HAD A CONFLICT. OUR COMPANY PROC IS TO TURN THE TCASII TO THE TA ONLY MODE AT 2000 FT AGL, WHICH WE DID, STOPPING THE RA. WE CONTINUED FOR A NORMAL LNDG.
