Narrative:

Obtained 2 WX briefings prior to departure from independent sources which included NOTAMS calling for ice on runway, braking action poor at destination. Last WX brief obtained 45 mins prior to departure indicated same braking action as above and surface wind approximately 050 degrees at 10 KTS at reporting points in the area. AWOS upon arrival indicated surface wind as calm at destination. (Suspected to be bad information after the occurrence.) unicom indicated a guy in a transam reported braking action on runway 23 as poor to nil but another crew had left the airport already. No braking action report was given from the other crew and we made no attempt to obtain one (big mistake). I elected to land (2ND big mistake). Landing was very smooth and rollout was normal. Braking at midfield was normal. Braking at departure end (last 1000 ft) was nil. Aircraft came to rest 100 ft past departure end of runway on extended runway centerline. Passenger and flight attendant were unaware of off runway excursion until after the fact. Deceleration and stop was quite smooth (luck!). Only damage was to captain's pride. Notes for captain's personal log: suspect AWOS wind information conflicting with other area reporting stations could have been due to the fact the instruments may have frozen due to freezing rain the night before and below freezing temperatures after. A guy in a transam just might be a real airport management type person and interpretation of poor to nil braking action means 'don't come here.' 'another crew left already this morning' means they did not necessarily takeoff in an airplane. In fact, they came out, looked at the airport and left for the hotel in a car -- very cautiously!

'ANOTHER CREW LEFT ALREADY THIS MORNING' MEANS THEY DID NOT NECESSARILY TKOF IN AN AIRPLANE. IN FACT, THEY CAME OUT, LOOKED AT THE ARPT AND LEFT FOR THE HOTEL IN A CAR -- VERY CAUTIOUSLY!
