Narrative:

During cruise at FL280, we experienced a cross-tie lockout of the right electrical system. We performed the appropriate abnormal procedure and regained the right dc bus. We contacted the company and ATC and proceeded to kdca. The captain manually flew the aircraft as the first officer had virtually no flight instruments. As we approached kdca, we declared an emergency. The WX was VFR and we conducted an ILS approach and landing to runway 36 which was uneventful. The previous crew informed us they had experienced a cross-tie lockout problem and cvg maintenance had changed the generator control box. Their leg from cvg-bos was normal. They also noted scorching of ballast lighting in the cabin. Bos maintenance checked the cabin and found no problem so we proceeded from kbos to kdca.

Title: AN ACR MLG DECLARED AN EMER AND LANDED WITH A MAJOR PROB WITH ITS ELECTRICAL SYS.

Narrative: DURING CRUISE AT FL280, WE EXPERIENCED A CROSS-TIE LOCKOUT OF THE R ELECTRICAL SYS. WE PERFORMED THE APPROPRIATE ABNORMAL PROC AND REGAINED THE R DC BUS. WE CONTACTED THE COMPANY AND ATC AND PROCEEDED TO KDCA. THE CAPT MANUALLY FLEW THE ACFT AS THE FO HAD VIRTUALLY NO FLT INSTS. AS WE APCHED KDCA, WE DECLARED AN EMER. THE WX WAS VFR AND WE CONDUCTED AN ILS APCH AND LNDG TO RWY 36 WHICH WAS UNEVENTFUL. THE PREVIOUS CREW INFORMED US THEY HAD EXPERIENCED A CROSS-TIE LOCKOUT PROB AND CVG MAINT HAD CHANGED THE GENERATOR CTL BOX. THEIR LEG FROM CVG-BOS WAS NORMAL. THEY ALSO NOTED SCORCHING OF BALLAST LIGHTING IN THE CABIN. BOS MAINT CHKED THE CABIN AND FOUND NO PROB SO WE PROCEEDED FROM KBOS TO KDCA.
