Narrative:
Upon arriving in clovis I shot 2 localizer 4 approachs into clovis municipal airport. The last reported WX was 100 ft partially obscured 1 1/4 mi visibility. On the first approach I tried several times unsuccessfully to activate the runway approach lights. I saw the runways, but at that time, was too high to land, so I called ZAB for a missed approach. I made a second normal approach with wheels down and 1/2 flaps. This time I saw the approach light fixtures, the runway threshold, and nearly down to the end of the runway. I touched down at approximately 85 KTS, I retracted the flaps and shortly after, applied brakes. I was unable to get any braking action. The runway was very slippery, which resulted in running off the runway. Callback conversation with reporter revealed the following information: reporter said that on the second approach he did not even try to get the lights lit after the first attempt at pilot controled lighting failed. The aircraft was seriously damaged when it slid off the end of the runway. No personal injuries.

Title: SMT IS UNABLE TO STOP AFTER LNDG ON A BLACK ICE COVERED RWY.
Narrative: UPON ARRIVING IN CLOVIS I SHOT 2 LOC 4 APCHS INTO CLOVIS MUNICIPAL ARPT. THE LAST RPTED WX WAS 100 FT PARTIALLY OBSCURED 1 1/4 MI VISIBILITY. ON THE FIRST APCH I TRIED SEVERAL TIMES UNSUCCESSFULLY TO ACTIVATE THE RWY APCH LIGHTS. I SAW THE RWYS, BUT AT THAT TIME, WAS TOO HIGH TO LAND, SO I CALLED ZAB FOR A MISSED APCH. I MADE A SECOND NORMAL APCH WITH WHEELS DOWN AND 1/2 FLAPS. THIS TIME I SAW THE APCH LIGHT FIXTURES, THE RWY THRESHOLD, AND NEARLY DOWN TO THE END OF THE RWY. I TOUCHED DOWN AT APPROX 85 KTS, I RETRACTED THE FLAPS AND SHORTLY AFTER, APPLIED BRAKES. I WAS UNABLE TO GET ANY BRAKING ACTION. THE RWY WAS VERY SLIPPERY, WHICH RESULTED IN RUNNING OFF THE RWY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR SAID THAT ON THE SECOND APCH HE DID NOT EVEN TRY TO GET THE LIGHTS LIT AFTER THE FIRST ATTEMPT AT PLT CTLED LIGHTING FAILED. THE ACFT WAS SERIOUSLY DAMAGED WHEN IT SLID OFF THE END OF THE RWY. NO PERSONAL INJURIES.
