Narrative:
I had cleared the sheriff's department helicopter for takeoff from the helipad when I noticed a truck cutting off his takeoff from behind. I warned the pilot and he aborted his takeoff. There are an awful lot of drivers on this airport who don't have a clue about procedures. They need training. Callback conversation with reporter revealed the following information: reporter states he has made reports to tower chief but believes report is watered down by time it gets to airport manager. It was suggested that he use the FAA hotline so he would not appear to be going over the tower chief's head. Very grateful for our input with previous problem when taxiway repeatedly being used for landing after being paved. Nobody paid attention to complaints until our FYI was issued. Hopes we can do the same again.

Title: VEHICLE ON ARPT PRESENTS HAZARD TO HELI CLRED FOR TKOF. TWR WARNED PLT. TKOF ABORTED.
