Narrative:
Before takeoff, the aircraft needed deicing because of the heavy snow fall. We were given runway 33 which has a noise abatement procedure of turning immediately to intercept the 327 degree yyz radial. The yyz VOR is located on the airport and requires a quick turn. On this day, the wind was northeast at 15-20 KTS. Because of the icing conditions, I was concerned about not making any turns at a low altitude and making a lower than normal rotation. Because of safety concerns about low altitude turns and a strong northeast wind, my aircraft penetrated the noise sensitive area. I would recommend this runway not be used under the above described conditions or the noise procedure be suspended while operations are in use.

Title: HDG TRACK DEV DURING DEP PROC NOISE ABATEMENT PROC.
Narrative: BEFORE TKOF, THE ACFT NEEDED DEICING BECAUSE OF THE HVY SNOW FALL. WE WERE GIVEN RWY 33 WHICH HAS A NOISE ABATEMENT PROC OF TURNING IMMEDIATELY TO INTERCEPT THE 327 DEG YYZ RADIAL.
