Narrative:
Approximately 20 NM north of chs on J165, TCASII system activated an RA for an immediate climb. Climb was initiated and ATC informed. ZJX controller instructed us to stop to climb due to traffic at FL310 ahead and said the closest traffic below was a navy aircraft at FL250 directly below us. RA ceased, climb was stopped and aircraft was leveled again at FL290. Subsequent traffic watch revealed that the navy aircraft was actually a flight of 3 fgt's. Center controller reported 'intermittent transponder' from the navy aircraft.

Title: ALTDEV ALT EXCURSION BY FLC IN RESPONSE TO TCASII RA.
Narrative: APPROX 20 NM N OF CHS ON J165, TCASII SYS ACTIVATED AN RA FOR AN IMMEDIATE CLB. CLB WAS INITIATED AND ATC INFORMED. ZJX CTLR INSTRUCTED US TO STOP TO CLB DUE TO TFC AT FL310 AHEAD AND SAID THE CLOSEST TFC BELOW WAS A NAVY ACFT AT FL250 DIRECTLY BELOW US. RA CEASED, CLB WAS STOPPED AND ACFT WAS LEVELED AGAIN AT FL290. SUBSEQUENT TFC WATCH REVEALED THAT THE NAVY ACFT WAS ACTUALLY A FLT OF 3 FGT'S.
