Narrative:
Approximately 200 mi southwest of our destination (cle), we were cleared direct rod V435 to waken intersection direct cle. Shortly after that we were cleared to FL310 from FL330. We checked our fuel status and then approximately 2 mins later asked if that was pilot's discretion. Center said start down now and that we could expect FL240 shortly, then we were given 2 20 degree heading changes to the left which put us on a north heading. I decided to give center a minimum fuel advisory. No change. We asked for a heading more toward cle. Center said we would have to declare an emergency. We said no, then we decided to land at mfd, asking for a heading to mfd. Center said we would have to declare an emergency to land at mfd, so we did. En route to mfd we lost communications with center and went over to mfd approach and landed safely at mfd. I did not put enough fuel on to take care of early descent and ATC vectors. The ZID and ZOB ctrs have LOA's for handoff at certain altitudes which is unpublished and impossible for light transport jet series aircraft to comply with.

Title: NON COMPATIBILITY OF ACFT PERFORMANCE AND FUEL REQUIREMENTS WITH ATC HANDLING PROCS IN THE CLE IND AREA IN THE PCA. LOSS OF RADIO CONTACT WITH CTLING CTR.
Narrative: APPROX 200 MI SW OF OUR DEST (CLE), WE WERE CLRED DIRECT ROD V435 TO WAKEN INTXN DIRECT CLE. SHORTLY AFTER THAT WE WERE CLRED TO FL310 FROM FL330. WE CHKED OUR FUEL STATUS AND THEN APPROX 2 MINS LATER ASKED IF THAT WAS PLT'S DISCRETION. CTR SAID START DOWN NOW AND THAT WE COULD EXPECT FL240 SHORTLY, THEN WE WERE GIVEN 2 20 DEG HDG CHANGES TO THE L WHICH PUT US ON A N HDG. I DECIDED TO GIVE CTR A MINIMUM FUEL ADVISORY. NO CHANGE. WE ASKED FOR A HDG MORE TOWARD CLE. CTR SAID WE WOULD HAVE TO DECLARE AN EMER. WE SAID NO, THEN WE DECIDED TO LAND AT MFD, ASKING FOR A HDG TO MFD. CTR SAID WE WOULD HAVE TO DECLARE AN EMER TO LAND AT MFD, SO WE DID. ENRTE TO MFD WE LOST COMS WITH CTR AND WENT OVER TO MFD APCH AND LANDED SAFELY AT MFD. I DID NOT PUT ENOUGH FUEL ON TO TAKE CARE OF EARLY DSCNT AND ATC VECTORS. THE ZID AND ZOB CTRS HAVE LOA'S FOR HDOF AT CERTAIN ALTS WHICH IS UNPUBLISHED AND IMPOSSIBLE FOR LTT JET SERIES ACFT TO COMPLY WITH.
