Narrative:
Air carrier X was large transport with TCASII on final approach, 4 mi from end of runway. Other aircraft was fgt in VFR traffic pattern to runway 21, descending from high key on a simulated flameout approach. Fgt pilot was asked if he could turn in front of the air carrier X for a low approach. Fgt pilot accepted turn and rolled out 1 mi in front of air carrier X and completed low approach. Air carrier X pilot called me on telephone and was very irate about sequencing fgt in front of his flight. He indicated that the TCASII on his aircraft was indicating an RA of an immediate climb because fgt was seen as a threat. Use of the TCASII in a VFR traffic pattern with high speed, very maneuverable aircraft will result in TCASII TA's and RA's that are incorrect and could be very disruptive to VFR traffic pattern. Not all aircraft in a traffic pattern will have their xponders turned on and TA's and RA's will not be accurate. A busy VFR traffic pattern is not the place for TCASII. Eyeballs connected to pilots and controllers making decisions will result in the most efficient and safe use of congested airspace!

Title: ACFT EQUIP TCASII GAVE ACR X TCASII RA FROM VFR FGT IN ATA. SEE AND AVOID CONCEPT.
Narrative: ACR X WAS LGT WITH TCASII ON FINAL APCH, 4 MI FROM END OF RWY. OTHER ACFT WAS FGT IN VFR TFC PATTERN TO RWY 21, DSNDING FROM HIGH KEY ON A SIMULATED FLAMEOUT APCH. FGT PLT WAS ASKED IF HE COULD TURN IN FRONT OF THE ACR X FOR A LOW APCH. FGT PLT ACCEPTED TURN AND ROLLED OUT 1 MI IN FRONT OF ACR X AND COMPLETED LOW APCH. ACR X PLT CALLED ME ON TELEPHONE AND WAS VERY IRATE ABOUT SEQUENCING FGT IN FRONT OF HIS FLT. HE INDICATED THAT THE TCASII ON HIS ACFT WAS INDICATING AN RA OF AN IMMEDIATE CLB BECAUSE FGT WAS SEEN AS A THREAT. USE OF THE TCASII IN A VFR TFC PATTERN WITH HIGH SPD, VERY MANEUVERABLE ACFT WILL RESULT IN TCASII TA'S AND RA'S THAT ARE INCORRECT AND COULD BE VERY DISRUPTIVE TO VFR TFC PATTERN. NOT ALL ACFT IN A TFC PATTERN WILL HAVE THEIR XPONDERS TURNED ON AND TA'S AND RA'S WILL NOT BE ACCURATE. A BUSY VFR TFC PATTERN IS NOT THE PLACE FOR TCASII. EYEBALLS CONNECTED TO PLTS AND CTLRS MAKING DECISIONS WILL RESULT IN THE MOST EFFICIENT AND SAFE USE OF CONGESTED AIRSPACE!
