Narrative:

NOAA/nos united states terminal procedures SW2, san diego brown field (sdm) VOR-a amdt 3 omits 3566 ft MSL mountain, 7 mi east of 524 ft MSL airport. This is terrain that a corporate jet hit in mar/91 with all fatal. Amdt 3 charts lower mountains within 10 mi reference circle (and even beyond circle and south of mexican border!). Amdt 2 did include this 3566 ft mountain and commercial approach plate currently includes this obstacle and marks it as highest in immediate area. As directed on inside cover of terminal procedures book, nos (north/CG31) was called 3 times between dec/92 and mar/93 regarding problem. Telephone 800/626-3677 is a recording on which I left my name and telephone number but not specifics of problem. None of these calls were returned. Subsequent issues of SW2 continue with omission! Callback conversation with reporter revealed the following: reporter states that what bothers him most is that he used the proper listed number to contact NOAA 3 times. He got a recording and no response to his calls. Finally when referred to a west coast facility regarding a missing intersection on a NOAA chart he brought up the problem of the missing mountain elevation. Reporter feels there ought to be a better system where one can get a response to one's complaints. This report was used in telecon and FAA indicated there are evolving changes in what elevations will be shown on charts with an eye to reduction to chart clutter. Commercial chart company also contacted, with added information that a meeting will take place in august to set up specifications for future charts. Comment also made that area chart has many more elevations than the approach chart.

THIS RPT WAS USED IN TELECON AND FAA INDICATED THERE ARE EVOLVING CHANGES IN WHAT ELEVATIONS WILL BE SHOWN ON CHARTS WITH AN EYE TO REDUCTION TO CHART CLUTTER. COMMERCIAL CHART COMPANY ALSO CONTACTED, WITH ADDED INFO THAT A MEETING WILL TAKE PLACE IN AUGUST TO SET UP SPECS FOR FUTURE CHARTS. COMMENT ALSO MADE THAT AREA CHART HAS MANY MORE ELEVATIONS THAN THE APCH CHART.
