Narrative:
Aircraft transiting csg approach airspace north or south on V97 routinely stray off airway centerline. Airway is 118 mi between vors (atl and pzd) and is 4 NM from adjacent facility (mcn approach) airspace. While some controllers routinely 'point out' this traffic to mcn, an equal number of aircraft are not pointed out, and infringe on the protected airspace or actually stray into mcn airspace without approval. When a recommendation was made to adjust the airspace to protect this airway -- facility attitude was 'it's not critical.' don't make waves. This may not be the most critical issue to the agency, but it sends the message to the controllers that only select issues will be enforced and other requirements can be ignored at the discretion of local management. Deviations are not routinely reported.
Original NASA ASRS Text
Title: CTLR STATES THAT ADJACENT FACILITY AIRSPACE IS TOO CLOSE TO AN AIRWAY WHICH RESULTS IN ACFT BEING OFF COURSE AND PENETRATE THEIR AIRSPACE.
Narrative: ACFT TRANSITING CSG APCH AIRSPACE N OR S ON V97 ROUTINELY STRAY OFF AIRWAY CTRLINE. AIRWAY IS 118 MI BTWN VORS (ATL AND PZD) AND IS 4 NM FROM ADJACENT FACILITY (MCN APCH) AIRSPACE. WHILE SOME CTLRS ROUTINELY 'POINT OUT' THIS TFC TO MCN, AN EQUAL NUMBER OF ACFT ARE NOT POINTED OUT, AND INFRINGE ON THE PROTECTED AIRSPACE OR ACTUALLY STRAY INTO MCN AIRSPACE WITHOUT APPROVAL. WHEN A RECOMMENDATION WAS MADE TO ADJUST THE AIRSPACE TO PROTECT THIS AIRWAY -- FACILITY ATTITUDE WAS 'IT'S NOT CRITICAL.' DON'T MAKE WAVES. THIS MAY NOT BE THE MOST CRITICAL ISSUE TO THE AGENCY, BUT IT SENDS THE MESSAGE TO THE CTLRS THAT ONLY SELECT ISSUES WILL BE ENFORCED AND OTHER REQUIREMENTS CAN BE IGNORED AT THE DISCRETION OF LCL MGMNT. DEVS ARE NOT ROUTINELY RPTED.
