Narrative:
Flight of an air carrier large transport rted rsw-ewr departed rsw improperly fueled (i.e., no ballast fuel) as required to be within the aircraft center of gravity limits. Houston regional load planning had issued a fuel slip to rsw which was 8000 pounds over the original planned release fuel. The fuel slip (enclosed) clearly stated the fuel requirements. The crew contacted dispatch at cruising altitude stating he didn't have the ballast fuel on board and relayed his estimated fuel on board and gross weight at landing. He inquired whether it was necessary to move passenger from the coach cabin to first class to be within his landing center of gravity. We did in fact move 4 passenger into the first class cabin to be within his landing limits. It appears to me that rsw didn't put the ballast fuel on board and the crew didn't verify their fuel with the paperwork.

Title: FLC OF ACR LGT ACFT INADVERTENTLY TKOF OUT OF THE ACFT WT AND BAL LIMITATIONS.
Narrative: FLT OF AN ACR LGT RTED RSW-EWR DEPARTED RSW IMPROPERLY FUELED (I.E., NO BALLAST FUEL) AS REQUIRED TO BE WITHIN THE ACFT CTR OF GRAVITY LIMITS. HOUSTON REGIONAL LOAD PLANNING HAD ISSUED A FUEL SLIP TO RSW WHICH WAS 8000 LBS OVER THE ORIGINAL PLANNED RELEASE FUEL. THE FUEL SLIP (ENCLOSED) CLRLY STATED THE FUEL REQUIREMENTS.
