Narrative:
I am an ATC specialist and was working ground control at memphis international airport during light traffic. While waiting for an small transport Y, who had just landed runway 27, to exit the runway and call, I observed an mdt X taxiing swbound on taxiway 'south' toward runway 27. Since I wasn't talking to the mdt. I asked if anyone else in the tower was communicating with him. No one was. I observed the mdt X cross runway 27 and follow the small transport sbound on taxiway C. I made a transmission 'in-the-blind' and mdt X answered and admitted the mistake. The pilot informed me he had called 'memphis ground' to go from company ramp to hangar and was told he had approval to do so. The pilot realized that there may have been a problem when he saw the small transport. He then realized that he had been talking to ramp tower and not FAA ground control. To prevent this from happening I would suggest that procedures be developed/enforced that require a ramp tower (operated by a company for ramp operations only) to identify itself as such on initial contact. Also, develop standard phraseology for aircraft that will leave the ramp area and next enter a movement area that is under FAA jurisdiction. Supplemental information from acn 236341: copilot: I called company ramp control tower to advise them we were entering the ramp, also listening to mem ground control frequency. Our freight was off loaded and we started #1 engine to prepare for the taxi to hangar. I neglected to note that the microphone button for company was still selected. Xmissions are as follows: 'memphis ground, mdt X on the ground ramp, reposition to hangar. Mdt X is cleared to hangar.' we then proceeded towards hangar via txwys south and C. About the time we crossed the hold short line for runway 27 we noticed an small transport taxiing on runway 27 then turn left (south on taxiway C). I then made another transmission: 'is it okay if mdt X taxies down runway 27 to tango to hangar?' controller: 'mdt X contact mem ground.' at the time I saw the small transport, I knew something was wrong and when the controller said to contact ground control it was apparent that I had been talking to ramp, not mem ground. I immediately switched to mem ground and told them we were going to hangar and briefly explained what happened. They told us to call the tower. My mistake was not ensuring I had the proper microphone button selected and not noting the controller did not identify himself as mem ground. Ramp control didn't note that I called mem ground, not company ramp control, and he then cleared us to hangar. The captain continued across runway 27 even though he saw the small transport taxiing on runway 27.

Title: ATX MDT CROSSES RWY WITHOUT AUTH FROM GND CTL.

AT THE TIME I SAW THE SMT, I KNEW SOMETHING WAS WRONG AND WHEN THE CTLR SAID TO CONTACT GND CTL IT WAS APPARENT THAT I HAD BEEN TALKING TO RAMP, NOT MEM GND. I IMMEDIATELY SWITCHED TO MEM GND AND TOLD THEM WE WERE GOING TO HANGAR AND BRIEFLY EXPLAINED WHAT HAPPENED. THEY TOLD US TO CALL THE TWR.
