Narrative:
I was waiting to takeoff on runway 10 rdm airport. Commuter flight was inbound behind an small aircraft. The small aircraft made a touch-and-go, the commuter landed. I announced my intentions to takeoff and was acknowledged by redmond radio. After I was airborne, commuter announced that I was going to make a 180 degree turn on the active runway and taxi back. By this time I was already overhead of this plane. No conflict arose but I think that if a pilot is going to back-taxi on an active runway, it should make its intentions known. I talked to redmond FSS. They said that they normally do advise if they know this situation arises but that the pilot making the 180 degree turn should have announced his intentions long before they did. They also said that it was common practice for the commercial airlines to make 180 degree turns to prevent a long taxi back on taxiway. I believe that if this is made known it may prevent a conflict with landing or departing aircraft.

Title: ACFT ON TKOF, ICB WHEN COMMUTER ANNOUNCED HE WILL MAKE A 180 DEG TURN AND TAXI BACK.
Narrative: I WAS WAITING TO TKOF ON RWY 10 RDM ARPT. COMMUTER FLT WAS INBOUND BEHIND AN SMA. THE SMA MADE A TOUCH-AND-GO, THE COMMUTER LANDED. I ANNOUNCED MY INTENTIONS TO TKOF AND WAS ACKNOWLEDGED BY REDMOND RADIO. AFTER I WAS AIRBORNE, COMMUTER ANNOUNCED THAT I WAS GOING TO MAKE A 180 DEG TURN ON THE ACTIVE RWY AND TAXI BACK. BY THIS TIME I WAS ALREADY OVERHEAD OF THIS PLANE. NO CONFLICT AROSE BUT I THINK THAT IF A PLT IS GOING TO BACK-TAXI ON AN ACTIVE RWY, IT SHOULD MAKE ITS INTENTIONS KNOWN. I TALKED TO REDMOND FSS. THEY SAID THAT THEY NORMALLY DO ADVISE IF THEY KNOW THIS SIT ARISES BUT THAT THE PLT MAKING THE 180 DEG TURN SHOULD HAVE ANNOUNCED HIS INTENTIONS LONG BEFORE THEY DID. THEY ALSO SAID THAT IT WAS COMMON PRACTICE FOR THE COMMERCIAL AIRLINES TO MAKE 180 DEG TURNS TO PREVENT A LONG TAXI BACK ON TXWY. I BELIEVE THAT IF THIS IS MADE KNOWN IT MAY PREVENT A CONFLICT WITH LNDG OR DEPARTING ACFT.
