Narrative:
Night taxi at dtw in reduced visibility to runway 21C. No blue taxiway lights around O-4 or the parallel for 21C. Almost taxied onto runway but noticed the centerline lights. When will these lights be fixed? The dtw airport has many intxns that can result in runway incursions. With many inoperative taxi lights and no runway hold short lights (or wig-wag lights) it is only a matter of time before another accident at detroit!

Title: AN ACR LGT CAPT REITERATES THE TXWY LIGHT SIT AT DTW.
Narrative: NIGHT TAXI AT DTW IN REDUCED VISIBILITY TO RWY 21C. NO BLUE TXWY LIGHTS AROUND O-4 OR THE PARALLEL FOR 21C. ALMOST TAXIED ONTO RWY BUT NOTICED THE CTRLINE LIGHTS. WHEN WILL THESE LIGHTS BE FIXED? THE DTW ARPT HAS MANY INTXNS THAT CAN RESULT IN RWY INCURSIONS. WITH MANY INOP TAXI LIGHTS AND NO RWY HOLD SHORT LIGHTS (OR WIG-WAG LIGHTS) IT IS ONLY A MATTER OF TIME BEFORE ANOTHER ACCIDENT AT DETROIT!
