Narrative:
Small aircraft aircraft was given instructions to hold to let us pass in front. We were converging, and he was slowing down as he was supposed to. But then he decides not to hold short of our taxiway and darts out in front of us, with really no problem to us. But then ground says something to him, and he recognizes what he did wrong -- and stops. When we came to a stop behind him, he was just a few yards in front of us. A few different variables and this could have turned out differently.
