Narrative:

At 23 NM northeast from VOR contacted little rock approach (119.5). Advised him of my location, altitude, aircraft type, and not equipped with transponder. He told me to stay out of the arsa. I made a 90 degree turn to the south and proceeded to fly around the arsa. The next observation I made was of 2 parallel runways to my left. Seeing commercial aircraft around the buildings between the runways, I knew I didn't belong. I paralleled the runways on the west side and reduced altitude to 1500 ft or less. Flew southwest away from the field. I returned to v- 54 from the VOR about 15 NM from the field and continued to M89 (ackadelphia). Perhaps this might not have happened if the pilot had more experience, better equipment, and/or maybe if the controller had been of some help. At evansville arsa I made the same call to approach control -- was idented, 'radar contact,' and vectored through without incident and with TA's.

Narrative: AT 23 NM NE FROM VOR CONTACTED LITTLE ROCK APCH (119.5). ADVISED HIM OF MY LOCATION, ALT, ACFT TYPE, AND NOT EQUIPPED WITH XPONDER. HE TOLD ME TO STAY OUT OF THE ARSA. I MADE A 90 DEG TURN TO THE S AND PROCEEDED TO FLY AROUND THE ARSA. THE NEXT OBSERVATION I MADE WAS OF 2 PARALLEL RWYS TO MY L. SEEING COMMERCIAL ACFT AROUND THE BUILDINGS BTWN THE RWYS, I KNEW I DIDN'T BELONG. I PARALLELED THE RWYS ON THE W SIDE AND REDUCED ALT TO 1500 FT OR LESS. FLEW SW AWAY FROM THE FIELD. I RETURNED TO V- 54 FROM THE VOR ABOUT 15 NM FROM THE FIELD AND CONTINUED TO M89 (ACKADELPHIA). PERHAPS THIS MIGHT NOT HAVE HAPPENED IF THE PLT HAD MORE EXPERIENCE, BETTER EQUIP, AND/OR MAYBE IF THE CTLR HAD BEEN OF SOME HELP. AT EVANSVILLE ARSA I MADE THE SAME CALL TO APCH CTL -- WAS IDENTED, 'RADAR CONTACT,' AND VECTORED THROUGH WITHOUT INCIDENT AND WITH TA'S.
