Narrative:

I was at 16000 ft IFR, IMC to rlg on 128.50. Hit icing. Could not reach controller who was very busy. I needed to climb for ice immediately and announced my decision. I reached center after I went from 16000 ft to 17000 ft without a clearance. I knew there was another aircraft approaching rlg from the south (I was east) at 17000 ft, but I needed to get out of the ice. Center was not happy with me when it was all sorted out. Part of the problem is poor coverage of the area east of rlg. I was handed off from 126.50 to 128.50, 17 mi east of rlg. I know from experience (I fly this route often) that you often can't usually talk to 128.50 until you are within 3 mi of rlg at my altitude (MEA of 16000 ft).

Title: GA PLT ON IFR FLT PLAN GETS ICING AND HAS TO CLB. UNABLE TO CONTACT ATC TO ADVISE OF CLB. LTSS WITH AN ACFT ABOVE.

Narrative: I WAS AT 16000 FT IFR, IMC TO RLG ON 128.50. HIT ICING. COULD NOT REACH CTLR WHO WAS VERY BUSY. I NEEDED TO CLB FOR ICE IMMEDIATELY AND ANNOUNCED MY DECISION. I REACHED CTR AFTER I WENT FROM 16000 FT TO 17000 FT WITHOUT A CLRNC. I KNEW THERE WAS ANOTHER ACFT APCHING RLG FROM THE S (I WAS E) AT 17000 FT, BUT I NEEDED TO GET OUT OF THE ICE. CTR WAS NOT HAPPY WITH ME WHEN IT WAS ALL SORTED OUT. PART OF THE PROB IS POOR COVERAGE OF THE AREA E OF RLG. I WAS HANDED OFF FROM 126.50 TO 128.50, 17 MI E OF RLG. I KNOW FROM EXPERIENCE (I FLY THIS RTE OFTEN) THAT YOU OFTEN CAN'T USUALLY TALK TO 128.50 UNTIL YOU ARE WITHIN 3 MI OF RLG AT MY ALT (MEA OF 16000 FT).
