Narrative:
Aircraft has unairworthy items: seat tracks out of limits, spark plugs, nose strut low, airworthy directives not complied with, needs a lot of maintenance which was not done but owner was told, no logbooks. Callback conversation with reporter revealed the following information: reporter states he submitted report because he feels this is happening a lot these days. He did no work on aircraft, but inspected maintenance work. He gave the owner a list of necessary items. One major problem he finds is that legal owner maintenance is accomplished but not entered in logbooks. He told one owner the aircraft had not had an oil change in 5 yrs. Got quite an argument until he convinced the owner 'if it is not in the logbook, it hasn't been done' as far as FAA is concerned.

Title: MAINT INSPECTOR FINDS SEVERAL MAINT ITEMS NOT COMPLIED WITH? NO LOGBOOKS FOR PROPER ENTRIES.
Narrative: ACFT HAS UNAIRWORTHY ITEMS: SEAT TRACKS OUT OF LIMITS, SPARK PLUGS, NOSE STRUT LOW, AIRWORTHY DIRECTIVES NOT COMPLIED WITH, NEEDS A LOT OF MAINT WHICH WAS NOT DONE BUT OWNER WAS TOLD, NO LOGBOOKS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES HE SUBMITTED RPT BECAUSE HE FEELS THIS IS HAPPENING A LOT THESE DAYS. HE DID NO WORK ON ACFT, BUT INSPECTED MAINT WORK. HE GAVE THE OWNER A LIST OF NECESSARY ITEMS. ONE MAJOR PROB HE FINDS IS THAT LEGAL OWNER MAINT IS ACCOMPLISHED BUT NOT ENTERED IN LOGBOOKS.
