Narrative:
Small aircraft X on a flight from van nuys to torrance coming home from work through the los angeles special flight rules area over lax at 3500 ft. I started my descent over trw. As I descended I hear an small aircraft Y report in the corridor at 3.5 sebound. I listened to the toa ATIS and called toa tower. I was asked to report over the mobil refinery. As I passed over the mobil refinery at 1800 ft, small aircraft Y flew directly over me from my right rear to my left front making a very wide downwind leg for toa runway 29R. I called the toa tower to report the near miss. They called small aircraft Y and asked if he had seen me. He said he had not. I called the toa tower on the phone later and talked to the supervisor about this. She said she would listen to the tape and get back to me. She hasn't gotten back to me. I believe the cause of this near miss was the request by the torrance tower to have us both report the mobil refinery inbound at about the same arrival time. Also, the torrance tower not radioing small aircraft Y of my location as he came down upon me at a faster speed.

Title: SMA X HAD NMAC WITH SMA Y IN ATA. SEE AND AVOID CONCEPT.
Narrative: SMA X ON A FLT FROM VAN NUYS TO TORRANCE COMING HOME FROM WORK THROUGH THE LOS ANGELES SPECIAL FLT RULES AREA OVER LAX AT 3500 FT. I STARTED MY DSCNT OVER TRW. AS I DSNDED I HEAR AN SMA Y RPT IN THE CORRIDOR AT 3.5 SEBOUND. I LISTENED TO THE TOA ATIS AND CALLED TOA TWR. I WAS ASKED TO RPT OVER THE MOBIL REFINERY. AS I PASSED OVER THE MOBIL REFINERY AT 1800 FT, SMA Y FLEW DIRECTLY OVER ME FROM MY R REAR TO MY L FRONT MAKING A VERY WIDE DOWNWIND LEG FOR TOA RWY 29R. I CALLED THE TOA TWR TO RPT THE NEAR MISS. THEY CALLED SMA Y AND ASKED IF HE HAD SEEN ME. HE SAID HE HAD NOT. I CALLED THE TOA TWR ON THE PHONE LATER AND TALKED TO THE SUPVR ABOUT THIS. SHE SAID SHE WOULD LISTEN TO THE TAPE AND GET BACK TO ME. SHE HASN'T GOTTEN BACK TO ME.
