Narrative:

I had a student pilot on board my airplane preparing for his private pilot check ride. This occurrence (which is an ongoing situation in which the foreign training school flagrantly abuses all safety operations) happened when we were doing touch-and-go lndgs and takeoffs at casa grande airport, casa grande, az. Continually talking in the blind, giving our position. The runway is 5/23, wind favoring runway 23 at about a 10-15 KT wind. On about our 4TH takeoff we noticed, and saw, a single engine small aircraft approaching runway 5 at our 12 O'clock position in flagrant disregard of our radio calls, our wing landing light on, and he (or she) continued the approach, landed, taxied to the end of runway 5 and positioned the airplane for takeoff on runway 23 which he (or she) did, after our touch and go. In the blind, I called over the radio and said, 'sir, I know this is an uncontrolled field, but if you're trying to kill yourself I don't want to be included! Have you ever heard of a thing called safety?' no reply, but the unicom sure heard me. This same type of thing goes on day in and day out, with the foreign flying school, its twin and singles shooting approachs to the ILS equipped runway 5 in strong winds favoring runway 23 and landing and takeoffs on runway 5. I think they have orders not to waste any gas by breaking off their approach far out and then they try to intimidate us small time pilots (why the hell don't they go teach in their own land?). They also are learning to speak english at the same time they are learning to fly! You cannot understand their gibberish, ATC cannot. It says somewhere that pilots have to read, speak, write and understand english before they fly here, but they learn to talk english at the same time they learn to fly! And more than once, I've told scottsdale FSDO about the dangerous control tower situation at deer valley airport. It definitely should not be a training facility doing OJT. They're going to put 2 airplanes together and then blame pilot error! I went to ATC school in okc for 9 weeks, then another 4 weeks before I went to okc and another 5 weeks when I came back to ZNY way back in 1969 before they let me situation down at a scope! I am not a raving mad man, but my 'heedings' are going unanswered. Callback conversation with reporter revealed the following information: reporter reiterated his commentary from the narrative and added that he feels safety is being compromised with the procedures used and the language problem. Feels the far reference read, speak and understand the english language is being totally ignored with foreign flight schools. Analyst suggested the hotline and written complaints to FSDO and regional FAA offices. This foreign flight school has its own airport, but the ILS is broken and for some reason not being repaired, so they stack up for approachs at this non tower airport. Creating havoc according to reporter.

CONTINUALLY TALKING IN THE BLIND, GIVING OUR POS. THE RWY IS 5/23, WIND FAVORING RWY 23 AT ABOUT A 10-15 KT WIND. ON ABOUT OUR 4TH TKOF WE NOTICED, AND SAW, A SINGLE ENG SMA APCHING RWY 5 AT OUR 12 O'CLOCK POS IN FLAGRANT DISREGARD OF OUR RADIO CALLS, OUR WING LNDG LIGHT ON, AND HE (OR SHE) CONTINUED THE APCH, LANDED, TAXIED TO THE END OF RWY 5 AND POSITIONED THE AIRPLANE FOR TKOF ON RWY 23 WHICH HE (OR SHE) DID, AFTER OUR TOUCH AND GO. IN THE BLIND, I CALLED OVER THE RADIO AND SAID, 'SIR, I KNOW THIS IS AN UNCTLED FIELD, BUT IF YOU'RE TRYING TO KILL YOURSELF I DON'T WANT TO BE INCLUDED! HAVE YOU EVER HEARD OF A THING CALLED SAFETY?' NO REPLY, BUT THE UNICOM SURE HEARD ME. THIS SAME TYPE OF THING GOES ON DAY IN AND DAY OUT, WITH THE FOREIGN FLYING SCHOOL, ITS TWIN AND SINGLES SHOOTING APCHS TO THE ILS EQUIPPED RWY 5 IN STRONG WINDS FAVORING RWY 23 AND LNDG AND TKOFS ON RWY 5.
