Narrative:
I was under the control of ny approach approximately 5 mi northwest of teb VOR at 4000 ft 180 KTS heading 090 degrees. My TCASII gave a TA for an aircraft approximately 4 1/2 mi north of us with a reasonable rate of closure on our position. Our TCASII quickly changed to an RA for climb then quickly changed to do not descend. During the RA the controller instructed us to turn right to 190 degree heading and intercept the localizer for the ILS runway 22L and a possible descent to 3000 ft (blocked by the TCASII audio). We advised the controller of the RA. I delayed my turn to 190 degree heading until I was sure the conflict aircraft would safely pass behind. At the completion of the RA and the turn to 190 degree heading we requested further instructions from the controller. The controller took a long time in issuing definitive instructions so as to improve the separation between my aircraft and the aircraft in conflict. It is my opinion my TCASII RA interfered with controller communication and instructions resulting in this conflict being worse than it otherwise would be.

Title: FLC COMPLAINT REGARDING AUDITORY INTERFERENCE OF TCASII ALERT BLOCKING APCH CTLR'S CLRNC AND CREATING POTENTIAL CONFLICT.
Narrative: I WAS UNDER THE CTL OF NY APCH APPROX 5 MI NW OF TEB VOR AT 4000 FT 180 KTS HDG 090 DEGS. MY TCASII GAVE A TA FOR AN ACFT APPROX 4 1/2 MI N OF US WITH A REASONABLE RATE OF CLOSURE ON OUR POS. OUR TCASII QUICKLY CHANGED TO AN RA FOR CLB THEN QUICKLY CHANGED TO DO NOT DSND. DURING THE RA THE CTLR INSTRUCTED US TO TURN R TO 190 DEG HDG AND INTERCEPT THE LOC FOR THE ILS RWY 22L AND A POSSIBLE DSCNT TO 3000 FT (BLOCKED BY THE TCASII AUDIO). WE ADVISED THE CTLR OF THE RA. I DELAYED MY TURN TO 190 DEG HDG UNTIL I WAS SURE THE CONFLICT ACFT WOULD SAFELY PASS BEHIND. AT THE COMPLETION OF THE RA AND THE TURN TO 190 DEG HDG WE REQUESTED FURTHER INSTRUCTIONS FROM THE CTLR. THE CTLR TOOK A LONG TIME IN ISSUING DEFINITIVE INSTRUCTIONS SO AS TO IMPROVE THE SEPARATION BTWN MY ACFT AND THE ACFT IN CONFLICT. IT IS MY OPINION MY TCASII RA INTERFERED WITH CTLR COM AND INSTRUCTIONS RESULTING IN THIS CONFLICT BEING WORSE THAN IT OTHERWISE WOULD BE.
