Narrative:

Air carrier X inbound on camrn 2 arrival to jfk FL190 descending to 15000. Air carrier Y ewr dixie departure climbing to 16000 via dixie V-276 prepi/tsss. On contact, air carrier Y climbing to FL190 and I asked for a good rate through 15000. When I realized the climb wasn't sufficient, I stopped the climb at 14000. Air carrier X stopped descent at 15000. Sector was extremely busy with 17 aircraft on frequency and a number of pointouts. A ucr has been outstanding since sept/92 on the dixie departure and not resolved. The present procedure is unsafe and dangerous.
