Narrative:
Air carrier X departed sea for lax. Aircraft departed runway 34R. Instead of turning at 8 DME, which is what we anticipate, she continued runway heading. I asked the pilot if she was turning and she stated no, she was issued runway heading. I asked if she received the summa 5 departure SID, and she stated no. I then asked if she received a pre-departure clearance, and she stated yes. This was the second aircraft today that received a pre- departure clearance that did not fly a required SID. There appears to be a problem associated with the pre-departure clearance system that needs to be addressed. We utilize a no strip departure procedure at the sea TRACON, so it is vital that aircraft receive the appropriate departure procedures and altitudes.

Narrative: ACR X DEPARTED SEA FOR LAX. ACFT DEPARTED RWY 34R. INSTEAD OF TURNING AT 8 DME, WHICH IS WHAT WE ANTICIPATE, SHE CONTINUED RWY HDG. I ASKED THE PLT IF SHE WAS TURNING AND SHE STATED NO, SHE WAS ISSUED RWY HDG. I ASKED IF SHE RECEIVED THE SUMMA 5 DEP SID, AND SHE STATED NO. I THEN ASKED IF SHE RECEIVED A PRE-DEP CLRNC, AND SHE STATED YES. THIS WAS THE SECOND ACFT TODAY THAT RECEIVED A PRE- DEP CLRNC THAT DID NOT FLY A REQUIRED SID. THERE APPEARS TO BE A PROB ASSOCIATED WITH THE PRE-DEP CLRNC SYS THAT NEEDS TO BE ADDRESSED. WE UTILIZE A NO STRIP DEP PROC AT THE SEA TRACON, SO IT IS VITAL THAT ACFT RECEIVE THE APPROPRIATE DEP PROCS AND ALTS.
