Narrative:
On preflight inspection in iad at gate found speed tape on right rear lower tail cone. Further inspection revealed potential of lightning strike. Passenger were deplaned pending inspection by maintenance. On previous preflight in orf, prior to flight into iad, and all other preflts, speed tape was not noticed. There was not a record of speed tape installed on tail in the logbook. Found out later maintenance did have it previously reported on april/xx/93 and an action report had been filed. This was not carried over into the new logbook. Proper markings of area and an entry into the logbook was accomplished. (Speed tape removed.) need a better logbook system to track and transfer problems.

Title: CAPT OF AN ACR MDT ACFT NOTICED A TEMPORARY FIX OF 'TAPE' DURING PREFLT INSPECTION AND DELAYED THE FLT UNTIL COMPANY MAINT PROPERLY INSPECTED THE ACFT AND RETURNED IT TO SVC BY THE APPROPRIATE SIGN OFF IN THE ACFT LOGBOOK RECORD.
Narrative: ON PREFLT INSPECTION IN IAD AT GATE FOUND SPD TAPE ON R REAR LOWER TAIL CONE. FURTHER INSPECTION REVEALED POTENTIAL OF LIGHTNING STRIKE. PAX WERE DEPLANED PENDING INSPECTION BY MAINT. ON PREVIOUS PREFLT IN ORF, PRIOR TO FLT INTO IAD, AND ALL OTHER PREFLTS, SPD TAPE WAS NOT NOTICED. THERE WAS NOT A RECORD OF SPD TAPE INSTALLED ON TAIL IN THE LOGBOOK. FOUND OUT LATER MAINT DID HAVE IT PREVIOUSLY RPTED ON APRIL/XX/93 AND AN ACTION RPT HAD BEEN FILED. THIS WAS NOT CARRIED OVER INTO THE NEW LOGBOOK. PROPER MARKINGS OF AREA AND AN ENTRY INTO THE LOGBOOK WAS ACCOMPLISHED. (SPD TAPE REMOVED.) NEED A BETTER LOGBOOK SYS TO TRACK AND TRANSFER PROBS.
